Năm 2011 tình hình kinh tế không xấu như năm 2008 nhưng vẫn hết sức khó khăn. Đặc biệt trong bối cảnh các nguồn lực đã suy yếu thì sự phục hồi mạnh càng gặp nhiều trở ngại. Về dài hạn hơn, nếu 3 nút thắt trong kinh tế không được tháo gỡ thì viễn cảnh Phát triển kinh tế của Việt Nam sẽ không mấy sáng sủa. Tuy nhiên VS cho rằng đây cũng chính là cơ hội để việt Nam quyết tâm hơn trong vấn đề tái cấu trúc nền kinh tế để hướng tới chất lượng tăng trưởng và phát triển bền vững
