Summary:

The economy should be able to grow by 7.1-7.4% in 2011-2012F, with a
steady revival in domestic demand. However, sharper tightening policy
bias, lingering disarray in the FX market, weakness in the banking
sector and slow pace of structural reforms will mean growth will likely
remain below the 8.2% average we saw in 2004-2007. Inflation likely will
prompt further monetary and fiscal policy tightening, but impact will
only slow but not arrest the dong depreciation pressure.
